The mission of the Central Texas Housing Consortium (CTHC) is to provide and professionally manage an adequate supply of safe, affordable housing of reasonable quality for persons of low income, while administering programs that offer opportunities for residents to advance in society.

 

The members of the CTHC include the Temple and Belton Housing Authorities.

 

We rent a variety of reasonably priced housing units (to qualified applicants) throughout the cities of Belton and Temple.

 

   =  Rentals for Open Market (Adams Bend and Rain Tree Apartments).

   =  Rentals for Persons of Low Income (Belton and Temple)

   =  Rentals for Temple College Students on campus at Temple College.

We also administer a number of other programs, to include:

 

= Homeownership Program. Through this program, qualified applicants are attaining the "American Dream" of owning their own home.

 

= Kaleidoscope Early Childhood Development Center. This is the only full day center in the area accredited by the National Association for the Education of Young Children (NAEYC). This prestigious recognition has been achieved by only 7% of early childhood programs nationwide.

 

= A variety of social services designed to help residents become self-sufficient and experience a better

quality of life.

Elderly and/or persons with

disabilities are encouraged to apply

 

 

A Section 3 business is:

 

51% or more owned by Section 3 residents; or

 

A business where at least 30% of the permanent full-time employees are currently Section 3 residents, or

 

A business that provides evidence of a commitment or subcontract in excess of 25% of the dollar award of all subcontracts to be awarded to business concerns that meet the qualifications set forth above.

 

A Section 3 resident is a public housing resident or low-income person who resides in our Section 3 area.

 

Our area to define Section 3 residents includes any person who lives in the area that goes from Hamilton to Waco to Cameron to Round Rock to Burnet and back to Hamilton.

 

The income guidelines are based on family size.  The family would have to earn less than the income stated on an annual basis:

 

2012 Income Limits

1 person - $31,750

2 people - $36,300

3 people - $40,850

4 people - $45,350

5 people - $49,000

6 people - $52,650

7 people - $56,250

8 people - $59,900

 

The Consortium encourages Section 3 residents and businesses to participate in employment and contracting opportunities.
